The overall objective of the project is to enable fair and transparent distribution of agricultural subsidies, provide reliable data for use in policy making and the assessment of policy impacts, and ultimately help to improve the quality of life in rural areas.
The purpose of this project is to support the MoA in the implementation of and information system for the administration and control of subsidies wherein a Farm Register and a database of utilised agricultural land will be developed. The Consultant will assist the MoA to verify the software components and quality control delivered under the Information System for Subsidy and Policy (ISSP), financed by the Government of Azerbaijan as well as strengthening the technical capacities of institutions involved in data collection and exchange.
This contract will support the Ministry of Agriculture by developing methodologies and guidelines for the implementation of the e-agriculture system, by conducting training to ensure that the software components are efficiently and properly utilised.
The institutions involved in the cooperation framework for the implementation of the activity of e-Agriculture system will be the Ministry of Agriculture (MoA) and other state bodies stipulated in the “Rules for use of e-agricultural information system” approved with the Decision of the Cabinet of Ministers 408 dated 30 December 2014.
